FIFA has changed their resale rules for upcoming 2026 World Cup tickets (that will be held in Toronto) due to some changes made to Ontario’s laws regarding ticket sales. With the changes made to FIFA’s policy, FIFA will only permit fans to sell World Cup ticket seat licenses through FIFA’s marketplace and at the original ticket price.

The rules come after the Ontario government enacted the “Putting Fans First Act” legislation, which prohibits the resale of event tickets for a price greater than the original price (face value) on the secondary market. The intention of this legislation is to curb ticket price inflation and ticket scalping at events.
FIFA temporarily took some (but not all) tickets for the 6 World Cup matches in Toronto off of their ticket resale market last week while they made some changes to their policies to be compliant with the local laws.
With FIFA’s new policies, tickets for a Toronto World Cup match for FIFA Premier Passes that get ‘necklaced’ will be able to be resold only at the original purchase price. This is true for tickets that have already been resold on FIA’s marketplace at prices greater than the original ticket price.
Currently, the only location affected by these changes are the Toronto matches. The other 15 matches (licenses) at other FIFA World Cup locations across Canada, the US and Mexico will not be affected by these changes. Additionally, FIFA believes that their resale and exchange marketplace is a regulated system for fans to safely buy and sell tickets while complying with the regional regulations.
Canada, the United States, and Mexico will co-host the 2026 FIFA World Cup from June 11 to July 19, and it will be one of the largest ever. FIFA announced 5 million tickets sold 4 months before the tournament begins, showing the interest in the sport at the moment.
Toronto, the largest city in Canada, was selected as a hosting city and is one of the top destinations for football fans worldwide. Demand will be high and so will resale. FIFA recently modified their ticket resale policies and Ontario will be challenged by the rare event of ticket resale regulation.
FIFA has taken a significant step with this new regulation and it displays the protective measures for fans during the extended planning for the 2026 World Cup.
